Our Team

The Womble Bond Dickinson Government and Public Affairs team provide government affairs, lobbying, community relations, and related legal compliance solutions to clients who do business—or want to do business—in Massachusetts. The team offers clients well-established, bipartisan relationships with members of the Massachusetts legislature, the executive and administrative branches of state government, as well as municipal officials. This wealth of experience allows the team to advocate for their clients and work with them to develop messaging and strategy that effectively communicates even the most nuanced policy positions.

The Boston-based team has a long track record of advocating for clients. Jack and Colleen McGlynn are a father and daughter duo who hail from a family with deep political roots in Massachusetts, while the trio of Colleen, Marty Nastasia, and Beth Mullen began their careers in public service in the office of former Massachusetts Senator Fred Berry. The team also includes attorney Jed M. Nosal, who has practiced in-house at the highest levels of state government.

Marty has extensive and diverse experience in analyzing policy issues and developing political strategies. Through his years at the Massachusetts State House and Boston City Hall, he has acquired knowledge and an in-depth understanding of municipal and state governmental operations. He previously served as a Director for State Relations in the Office of Boston Mayor Thomas M. Menino. Prior to his time in City Hall, Marty served as an aide to both Senate Majority Leader Frederick E. Berry and Senator Therese Murray, Chairwoman of the Senate Committee on Ways and Means. On Beacon Hill, Marty managed a broad portfolio of fiscal policy initiatives and continues to service clients on complex state and municipal matters, especially in the field of economic development, biotech, and gaming.

Jack has been a lawyer, lobbyist, and government affairs consultant for more than 30 years. He has directed and assisted in a number of successful grassroots and political campaigns, and he has successfully lobbied for numerous pieces of legislation affecting various clients. Jack has established strong relationships with members of the Massachusetts legislature, the executive and administrative branches of state government, as well as municipal officials.

Colleen is a government and public affairs professional with close to 20 years of experience serving in strategic political and communication roles. She partners with clients as they navigate government, media, and community relations in order to reach target audiences and advance organizational priorities. She previously served as Chief of Staff to Massachusetts Senate Majority Leader Fred Berry and is currently Co-Chair of the Advisory Board of the Frederick E. Berry Institute of Politics and Civic Engagement at Salem State University.

Beth is an attorney with extensive experience drafting and promoting legislation and amendments focused on a wide variety of topics such as healthcare, transportation, consumer protection, insurance, construction, and zoning. Prior to joining Womble Bond Dickinson Government and Public Affairs, Beth worked at a Massachusetts government relation and law firm with a long history of representing a diverse array of clients, including corporations, partnerships, associations, and individual clients and entities, in the legal, administrative, and government fields. She also served as Deputy Chief of Staff/Legislative Director for a Massachusetts state senator.

Paul brings 30 years of experience navigating the intersection of regulatory, legislative, and political issues across the energy sector. He served as Chairman and General Counsel of the Massachusetts Public Utilities Commission, overseeing electric, gas, water, and telecommunications regulation, and also chaired the Massachusetts Energy Facilities Siting Board and the Boston Water and Sewer Commission. His government service laid the foundation for a career advising boards and executive teams on legal strategy, compliance, and energy transition initiatives.

With over two decades of experience in energy, environmental, and regulatory law, Jesse has held pivotal government roles including Chief of the Energy and Telecommunications Division in the Massachusetts Attorney General’s Office, where he advised Attorney General Martha Coakley on energy policy and represented ratepayers before state and federal regulators. He also served as a hearing officer at the Massachusetts Department of Telecommunications and Energy, shaping regulatory decisions across energy and telecom sectors.
